Dialog Enables GovPay Transactions for All Sri Lankans via 55,000+ eZ Cash Retail Points

Dialog eZ Cash, Sri Lanka’s No. 1 mobile money service, has expanded the reach of digital government payments by enabling GovPay via 55,000 eZ Cash retail outlets across the island, ensuring that government payment services are accessible to all Sri Lankans, regardless of location or access to technology. This marks a significant step in advancing inclusive and equitable access to digital public services and financial inclusion.

By embedding GovPay within one of the country’s most expansive retail networks, this initiative enables government services to be delivered at community level, allowing people across Sri Lanka to conduct a wide range of government-related payments — including traffic fines, payment of rates to municipal councils, divisional secretariats, fees to government universities and other state institutions — by visiting their nearest eZ Cash retailer, without reliance on smartphones, mobile applications, or advanced digital literacy. Payments made via GovPay at eZ Cash retail outlets are subject only to the standard GovPay service fee of Rs. 15, with no additional charges, ensuring affordability alongside accessibility.

This nationwide rollout positions GovPay as a practical public-service enabler, supporting the Government’s objective of making public services more inclusive and efficient across all regions, while leveraging trusted retail infrastructure to ensure equitable access for communities islandwide.

The official launch of GovPay with eZ Cash was held under the patronage of Hon. Eng. Eranga Weeraratne, Deputy Minister of Digital Economy. The event was attended by several distinguished invitees, including Air Vice Marshal Bandula Herath (Retd), Director General of the Telecommunications Regulatory Commission of Sri Lanka; Mr Supun Weerasinghe, Director and Group Chief Executive of Dialog Axiata PLC; Mr Channa De Silva, Chief Executive Officer of LankaPay; and Mr K. V. K. Alwis, Director of the Payments and Settlements Department of the Central Bank of Sri Lanka, along with senior leadership of Dialog and representatives from the public and private sectors.

The initiative was jointly inaugurated by the Hon. Deputy Minister of Digital Economy and the Group Chief Executive of Dialog Axiata PLC, formally enabling the GovPay facility across the island-wide eZ Cash retail network. This was followed by a ceremonial first transaction conducted by the Hon. Deputy Minister, demonstrating how the public can conveniently complete government payments through local eZ Cash retail outlets.

Hon. Eng. Eranga Weeraratne, Deputy Minister of Digital Economy, stated, “Expanding GovPay through the eZ Cash retail network is a meaningful step in ensuring that digital government services reach every citizen, regardless of location or access to technology. By leveraging an established national retail footprint, we are making government services more inclusive, convenient, and accessible, in line with Sri Lanka’s broader digital economy vision.”
